Plot Summary
The film begins in 1585, when Elizabeth I (Blanchett) is the Protestant queen of England and Ireland, and Philip II (Mollà) is the Catholic king of Spain and Portugal. Philip sees Elizabeth as a heretic and a rival, and plans to invade England with his powerful navy, the Spanish Armada. He also supports a plot to assassinate Elizabeth, led by Mary, Queen of Scots (Morton), who claims to be the rightful heir to the English throne.
Elizabeth is advised by her chief minister Sir Francis Walsingham (Rush), who uncovers the assassination plot and arrests Mary. Elizabeth is reluctant to execute Mary, as she does not want to kill another queen or provoke a war with Spain. She also faces pressure from her councillors and nobles, who urge her to marry and produce an heir. Elizabeth is attracted to Sir Walter Raleigh (Owen), an explorer and adventurer who has returned from the New World with gold and tobacco. However, Raleigh is also involved with one of Elizabeth's ladies-in-waiting, Bess Throckmorton (Cornish), who becomes pregnant with his child.
As Philip prepares his armada, Elizabeth seeks an alliance with France, but is rejected by King Henry III (Christian Brassington), who fears offending Spain. Elizabeth decides to face the Spanish threat alone, and rallies her troops at Tilbury. She delivers a famous speech, declaring that she has "the heart and stomach of a king". Meanwhile, Raleigh leads a naval attack on the Spanish fleet, aided by a storm that damages many of their ships. The English navy defeats the Spanish armada, and Elizabeth celebrates the victory with her people.
The film ends with Elizabeth visiting Raleigh in the Tower of London, where he has been imprisoned for marrying Bess without her permission. She pardons him and his wife, but tells him that he must leave for another expedition and never see her again. She then returns to her palace, where she poses for a portrait as the Virgin Queen.
